Ως ομάδα που κινείται εντός συλλογικοτήτων για τους προσφυγες, νιώθουμε την ανάγκη δημοσιοποίησης ενος σημαντικότατου προβλήματος. Μέλημα μας ειναι η διάδοση ηθικών πρακτικών αλληλεγγύης προς τους ευάλωτους ανθρώπους που μας εμπιστεύονται.
Κάποιες συλλογικότητες, στην προσπάθεια οργάνωσης της δράσης τους, χρησιμοποίησαν και χρησιμοποιούν αυτοσχέδιες και ανορθόδοξες μεθόδους καταγραφής ευαίσθητων δεδομένων προσωπικού χαρακτήρα, πχ επαφίενται σε εθελοντές για να καταγράψουν ονόματα και ανάγκες προσφύγων που χρήζουν βοήθειας, ιδίως ιατρικής. Οι άνθρωποι που συλλέγουν αυτά τα στοιχεία ειναι απλά φυσικά πρόσωπα και οχι θεσμικά αρμόδια και το κανουν συχνά για να βοηθήσουν στην εύρεση κατάλληλης στέγασης και περίθαλψης για τους προσφυγες εν απουσία οργανωμένων κρατικών δομών. Παρά τις καλές προθέσεις ομως, δεν έχουν λάβει κατάλληλη εκπαίδευση που να εγγυάται την σωστή συλλογή, φύλαξη και χρήση αυτών των στοιχείων (ονομάτων, ηλικιών, τηλεφώνων και πιθανών παθήσεων των προσφύγων). Πολλές φορές όσοι συλλέγουν στοιχεία και ονόματα δεν γνωρίζουν επακριβώς τους αποδέκτες των στοιχείων που συνελεξαν, ούτε τον τροπο επεξεργασίας τους. Ούτε και οι προσφυγες γνωρίζουν τον σκοπό και τροπο χρήσης των ονομάτων τους απο εθελοντές που δρουν αυτοσχεδιαστικά για να διεκπεραιώσουν άμεσες ανθρωπιστικές λειτουργίες, απλά μας εμπιστεύονται χωρίς αλλη επιλογή. Αποτέλεσμα αυτών των πρακτικών ειναι να βρίσκονται έγγραφα με προσωπικά δεδομένα εκτεθημενα στα καθημερινά προβλήματα οργάνωσης (βάρδιες, αλλαγές προσωπικού, μετακινήσεις, ασυνεννοησίες). Ευαίσθητα δεδομένα ατομικής υγείας ειναι σε χέρια ανθρώπων που δεν γνωριζουν για το καθήκον εχεμύθειας η συναφείς κώδικες δεοντολογιας.
Επειδή δεν μπορεί κανείς εθελοντής-αλληλέγγυος,στις παρούσες συνθήκες, να εγγυηθεί το απόρρητο ιατρικών φακέλων και την ασφάλεια των δεδομένων σε ειδικούς χώρους με τεχνικές υποδομές φύλαξης, θεωρούμε οτι όλοι οι άνθρωποι που έχουν τα ονόματα τους σε λίστες διατρέχουν κίνδυνο έκθεσης σε και εκμετάλλευσης απο τρίτους που δεν μπορούν να ελεγχθούν απο τις ίδιες τις συλλογικότητες και δομές. Ακόμα και αν τα ονόματα τους και αυτά των παιδιών τους ανακοινώνονται σε τρίτους με σκοπό την γνήσια αρωγή τους, θα πρέπει πάντα οι προσφυγες να ειναι σε θέση να ενημερώνονται πρώτοι για την ανακοίνωση και να συναινούν. Αυτο ομως δεν συμβαίνει και καθιστά την όλη διαδικασία παράτυπη.
Η επιλογή προσώπων που συλλέγουν στοιχεία, ιδίως με τις ιατρικές ανάγκες προσφύγων, θα πρέπει να γίνεται με πλήρη ευθύνη, τηρώντας βασικούς κώδικες ιδιωτικότητας όπως και πρωτόκολλα προστασίας ευάλωτων ομάδων. Εφόσον αυτο δεν καθίσταται δυνατόν τότε δεν πρέπει να επιχειρείται οποιαδήποτε καταγραφή και επεξεργασία προσωπικών στοιχείων απο άτομα με μη θεσμικό ρόλο, γιατι και τα ιδια διατρέχουν κίνδυνο να βρεθούν υπόλογα για καθε είδους παρατυπία και παρανομία είς βάρος ευάλωτων ανθρώπων και μπορεί να κανουν λάθη που να αποβούν μοιραία.
Με την ανακοίνωση μας αυτη, καλούμε τους αλληλεγγυους και όλες τις συλλογικότητες να αρνούνται να καταγράφουν δεδομένα που δεν δύνανται να διαφυλάξουν απο χέρια τρίτων και να καταστρέψουν -αποδιοργανώσουν λίστες που έχουν συγκροτηθεί παράτυπα διότι θέτουν σε σοβαρό κίνδυνο τα άτομα που αναγράφονται σε αυτές με τα τηλέφωνα τους και τις ειδικές ανάγκες-παθήσεις τους. Ειναι γνωστό απο δημοσιεύματα του διεθνούς τύπου οτι δρουν άπειρα κυκλώματα δουλεμπόρων, σωματέμπορων και εμπόρων οργάνων που στοχεύουν ευάλωτους προσφυγες και ιδίως παιδιά που ειναι ασυνόδευτα. Ειναι λοιπόν ηθικό μας καθήκον να ειμαστε σε εγρήγορση για πιθανά κρούσματα και φυσικά να σταματήσουμε να καταγράφουμε στοιχεία που κινδυνεύουν να κλαπούν κάνοντας προσβάσιμους σε εμπόρους οργάνων και άλλους εγκληματίες τους πιο ευάλωτους ανθρώπους στην χώρα μας αυτήν την στιγμή.
Επίσης θα θέλαμε να εφιστήσουμε την προσοχή στους ίδιους τους προσφυγες ώστε να αρνούνται να δίνουν στοιχεία και δεδομένα τους προς διαχείριση αγνώστων παραγόντων και να ειδοποιούν για καθε περίεργη επικοινωνία και τυχόν προσέγγιση τους που αφορά ιατρικό τους ιστορικό η εξετάσεις τους η και τα παιδιά τους γενικά.
Ας βεβαιωθούμε όλοι και όλες οτι οι αλληλεγγυες προθέσεις μας δεν στρώνουν τον δρόμο για την κόλαση όσων πάμε να βοηθήσουμε.

As a group that works within collectives for the rights of the refugees, we feel the need to disclose a critical issue. Our only concern is the spread of good and ethical practices of solidarity to vulnerable people who trust in us to help and defend them.
In the effort to organize their activities, some solidarity groups have been using improvised and unorthodox methods of registering and collecting sensitive data, For example, they rely on volunteers to record refugees’ names and their needs, especially those who are vulnerable and in need of medical assistance. The people who collect these data are doing it in their capacity as individuals and not in assigned institutional positions, and often they do it to help in finding suitable accommodation and care for refugees, in the absence of organized government structures. Despite the good intentions however, these volunteers have not received adequate training to ensure the proper collection, storage and use of these data (names, ages, phone numbers and possible medical problems of the refugees). Many times, those who collect data and names do not exactly know who are the recipients of the collected information, or the way it is processed. Nor do the refugees themselves know the purpose and manner of use of their names by volunteers acting ad hoc to carry out urgent relief operations; the refugees just trust us because they have no other choice. The result of these practices is that documents with personal data can be found exposed to everyday organisational problems and lapses (subjected to irregular shifts, personnel changes, moving, misunderstandings). Thus, sensitive personal health data is in the hands of people who do not know about the duty of confidentiality or the relevant codes of conduct.
This practice, however benevolent, exposes the refugees at great risk of mismanagement of their sensitive personal data, which can easily fall into the hands of strangers, be forwarded or disclosed to third parties who may want to exploit the data and hurt the refugees.
Because, in the current conditions, no volunteer can guarantee the confidentiality of medical records and data security in specific areas with storage infrastructure, we believe that all the refuges that have their names in lists are at risk of exposure to and exploitation by unknown third parties who cannot always be checked by the volunteers as to their appropriateness. Even if refugees’ names and those of their children get disclosed to third parties (foreign NGOs or other independent volunteers) for the purpose of genuine assistance, we would need to always have the refugees’ consent and consult them first before we cross-reference lists and contacts and we should refrain from bringing them in touch with third parties even if these promise to help. This, however, is not the case and it makes the whole process highly irregular.
The selection of people who collect data, in particular the medical needs of the refugees, should be done with full responsibility, respecting basic privacy codes as well as protection protocols for vulnerable groups. If this is not possible, then there must be no attempt at any recording and processing of personal data by people without a clearly defined institutional role and no ethical bindings. Firstly, because the volunteering data collectors are at risk of becoming accountable for any kind of irregularity and illegality against vulnerable people and secondly, because they can make mistakes that could prove fatal for the refugees.
With this announcement, we invite all solidarity groups and collectives to refuse to record data that they fail to guard adequately and to subsequently destroy –make non useable – those lists set up improperly because they pose a serious risk to the individuals listed in them, with phone numbers and their specific needs.
It is known from reports in the international press that there are innumerable slave circuits, traffickers and human organ dealers who are targeting vulnerable refugees, in particular children who are unaccompanied. So it is our moral duty to be vigilant for possible cases and of course to cease recording sensitive data at risk of being stolen and made accessible to organ traffickers and other criminals who aim at the most vulnerable people in our country right now.
We would also like to draw the attention of the refugees themselves to refuse to give any information and data that may be mismanaged and not hesitate to raise alert about any odd communication and any approach on their medical history, their medical exams, and information about their children generally.
Let us all make sure that our solidarity intentions do not pave the way to hell for those we wish to help. Signed:
